REGULATIONS
3rd International Animated Film Festival ANIMATOR 2010 in Poznan
GENERAL PROVISIONS
1. The 3rd International Animated Film Festival ANIMATOR is held from 12- 17 July 2010 in Poznan, Poland.
2. The Festival’s distinctive characteristic is its focus on the relationship between animation and music.
PROGRAMME
3. The Festival programme consists of the following sections:
- Open international animated films competition
- Thematic sections and special screenings.
Apart from competition screenings, retrospectives of selected artists, highlights of animated film studios and festivals production, along with screenings for children will be presented. Panel discussions, seminars, meetings with artists, outdoor screenings, concerts, workshops, exhibitions and promotions will enrich the Festival scene.
ORGANISATION
4. Estrada Poznańska is the Organiser of the Festival in cooperation with Poznań Authorities, and other co-organisers.
COMPETITION STATUTORY REQUIREMENTS
5. Art schools, film schools, production companies, film institutions, independent artists and other entitled may submit films to the competition. Entrants are required to fill in an entry form, signed, with required sections marked.
6. Animated films realised in any animation technique, up to 30 minutes, completed after 31 December 2007, may be submitted to the Competition. The same film cannot enter the Competition twice.
7. Following the decisions of Selection Board, Festival Art Director nominates submitted films for competition screening. Art Director has also the right to select films to the competition, outside Selection Board
COMPETITION SELECTION
8. The selection of films for competition is restricted to films submitted on time and as defined by these Regulations.
9. The Organiser shall accept films submitted to the selection on DVDs region 2 or 0. The Organiser reserves the right not to accept a film for the Competition due to its unsatisfactory technical quality.
10. For a film to be accepted for selection one is required to fill in an entry form downloaded from the website www.animator-festival.com and send a preview tape (DVD-Video, region 0 or 2, each film on a separate DVD); and a CD containing high resolution film stills and a brief synopsis of the film, with a signed entry form to the following address:

POLANDIf an entrant fails to meet the deadline or fills in the entry form unduly, the Organiser is not obliged to admit the film for selection.
11. The Festival does not charge any fees for film submissions. You cover the cost of sending a preview tape. Preview tapes shall not be returned.
12. The deadline for sending entry forms and materials for selection is 1 March 2010 /the date on the postmark is what counts/. Due to a great interest of filmmakers in ANIMATOR 2010 the festival organizers decided to introduce the second selection for competition. New, the final entry deadline is : 31 MARCH 2010 /the date on the postmark is what counts/.
13. Entrants are responsible for the legal title to the film entry for the Festival.
14. The selection requirements do not concern thematic sections and special screenings at the Festival.
COMPETITION
15. Entrants shall be given notice of their film’s admittance or rejection by e-mail, fax or post at least 30 days prior to the commencement of the Festival. A shortlist of films will be compiled and published on the website www.animator-festival.com prior to 1 June 2010.
16. After receiving information about film shortlisted, entrants are obliged to send the following documents to the Organisers within 7 days:
- Festival film copy, and on a separate CD:
- High resolution Film stills
- Synopsis
- Photos and biography of the director
- Dialogue list in English
17. The following data storage media are accepted for the competition screenings:
- DVD-Video PAL (region 2 or 0)
- 35mm tape
- 16mm tape
- BETA SP PAL
18. The festival copy should be send on the same medium as the submitted one, in an ideal technical condition. Copies must be subtitled in English.
19. Festival copies and other materials should be sent by 15 June 2010 at the latest to the following address:

POLAND20. The author is obliged to have copyrights to the music used in the film.
PRIZES
21. The International Competition Jury appointed by the Organisers will award the following statutory prizes:
GRAND PRIX / Golden Pegasus PLN 60,000
- 2nd Prize/ Silver Pegasus PLN 30,000
- 3rd Prize / Bronze Pegasus PLN 20,000
SPECIAL PRIZES
- Prize for music film / music PLN 15,000
- Prize for children film PLN 15,000
22. Prizes not included in the Regulations, funded by private persons, institutions and organisations, may be awarded after an agreement with the Organisers.
SHIPMENT, INSURANCE AND RETURN OF FILMS
23. Entrants shall cover transport costs of DVDs submitted to selection, competition films and any other shipment costs. Entrants are responsible for all customs costs outside Poland. Entrants are obliged to observe customs regulations related to film transport. A pro forma invoice amounting to max. EUR 5 should be attached to all non-EU film shipments. Packages should be provided with the following sentence "For cultural purposes only - no commercial value".
24. 35mm and 16mm film tapes and BETA cassettes shall be returned at the Organiser’s expense within 2 weeks from the closing date of the Festival. Notice should be given to the Festival Organisers about any changes in the return address not later than one week before the commencement. The Organiser is not responsible for damages resulting from giving a wrong address. The Festival is obliged to return the film copy in a condition not worse than due to a standard use.
25. The Festival Organiser shall insure the submitted films against damage, theft or third-party liability during the time they are in the Organiser's possession to a value specified in the entry form.
SCREENINGS
26. Competition films may be shown not more than three (3) times during the Festival. Entrants undertake not to withdraw films from the Festival after the selection.
27. Entrants grant the Festival their right to use promotional materials delivered for Festival publications (printed material, Festival website) and for the Festival promotion in media for free.
28. Entrants grant the Festival the right to use some parts of films to be shown in television broadcasts related to the Festival (trailers or max. 3-minute film parts) for free.
29. Producers of awarded films give their consent to eight (8) free screenings of awarded films organised after the end of the Festival in Poland and abroad. Additional screenings require a written consent of the producer.
30. Additional shows and TV presentations of awarded films shall be held under separate agreements.
31. The Organiser has the right to use parts of films (trailer or 3-minute section) and promotional materials for subsequent editions of the Festival.
GUESTS
32. The Organisers cover the costs for filmmakers of short listed films, eminent artists, press, distributors, producers, and other guests of their stay at the Festival. Filmmakers selected for the Competition arrive at Poznań at their own expense. The Organisers cover the expenses of accommodation(with breakfast) and offers free entry to all festival events for one person of the crew of shortlisted films.
FINAL REMARKS
33. Submitting a film for the Festival shall be tantamount to the acceptance of these Regulations.
34. The Festival Organisers are not responsible for violation of third-persons rights due to the use of films sent to the Festival, unless such violation is at fault of the Organiser.
35. The Organisers represented by Festival Director shall decide on all issues not covered by these Regulations.
36. In the event of any doubt the binding version shall be the Polish version of the Regulations.
